From Railroads to Advanced Technologies: Transforming NATO’s Mobility Capabilities

Modernizing NATO’s mobility capabilities requires a shift towards embracing advanced technologies rather than solely relying on conventional railroads and roads. NATO recognizes the importance of emerging and disruptive technologies (EDTs) like artificial intelligence, autonomous systems, and quantum technologies in enhancing military effectiveness and resilience. The Alliance’s strategy focuses on fostering the development and adoption of dual-use technologies to strengthen its edge and protect against potential adversaries. NATO aims to maintain its technological edge through innovation, cooperation with partners, and responsible EDT policies.

To address the growing technological gap between the US and European forces, NATO emphasizes the need for an integrated command, control, and communications (C3) system. The Alliance acknowledges the significance of interoperability in high-end warfare and the necessity of industrial resilience for national deterrence. NATO’s future credibility hinges on maintaining military interoperability and investing in defense to keep pace with technological advancements.

In response to the evolving security landscape, NATO is accelerating its digital transformation to enhance agility, interoperability, and capability development. By embracing change, adopting digital transformation, and fostering innovation through wargaming and experimentation, NATO aims to navigate complex security environments effectively. The Alliance’s focus on strategic foresight, concepts, doctrine, capabilities, talents, and value analysis underscores its commitment to modernizing its forces while prioritizing strategic relevance and cost-effectiveness.

Head of AI and Cyber Security Section

He has been working as a Head of the Information and Cyber Security Section, Coordinator of the Artificial Intelligence Platform at the Center for Army, Conversion and Disarmament Studies (Kyiv, Ukraine). Pavlo is the Founder of GODDL company.

He has worked as a member of the delegation of the Communication Administration of Ukraine at the World Radiocommunication Conference (Geneva, Switzerland), as a Cyber Security Consultant at the Bar Association Defendo Capital (Kyiv, Ukraine).

Pavlo has collaborated with the National Communications and Informatization Regulatory Commission and the Ukrainian State Radio Frequency Center for International Frequency Coordination.

He studied at the Institute of International Relations of the Kyiv International University (Ukraine), the Joint Frequency Management Center of the US European Command, the LS telcom AG Training Center (Grafenwöhr, Germany), the UN International Peacekeeping and Security Center (Kyiv, Ukraine).
