Lithuania’s Bold Move: Integrating into Europe’s Rearmament Landscape


Lithuania is rapidly enhancing its defense capabilities by forging new partnerships with major arms manufacturers, including Germany’s Rheinmetall and the U.S. company Northrop Grumman. These collaborations aim to establish local ammunition production facilities, significantly boosting Lithuania’s military readiness amid ongoing security concerns in the region.

Lithuania is strategically positioning itself within Europe’s defense industrial network through recent agreements with prominent arms manufacturers. In June 2024, Lithuania signed a memorandum of understanding with Rheinmetall, a leading German defense contractor, to establish an ammunition factory in the country. This project, designated as a state priority, is expected to produce tens of thousands of rounds annually and create approximately 150 jobs with an investment exceeding €180 million.

In September 2024, Lithuania further solidified its defense capabilities by partnering with Northrop Grumman, a major U.S. aerospace and defense technology company. This collaboration focuses on developing and supplying medium-caliber ammunition, which is crucial for enhancing the operational effectiveness of Lithuania’s armed forces. The agreement was formalized by Lithuanian officials, including the Minister of National Defence Laurynas Kasčiūnas and Finance Minister Gintarė Skaistė, who emphasized the importance of this partnership for national security and regional stability.

These initiatives are part of Lithuania’s broader strategy to modernize its defense sector and reduce reliance on external supply chains for military equipment. Prime Minister Ingrida Šimonytė highlighted that partnerships with allies like the U.S. and Germany will not only bolster Lithuania’s military capabilities but also contribute to regional security, particularly in light of threats posed by Russia.

Lithuania’s proactive approach to strengthening its defense industry through strategic partnerships represents a significant step towards enhancing its military readiness and resilience. By establishing local production facilities for ammunition and collaborating with leading defense firms, Lithuania aims to ensure a robust supply chain and maintain security in an increasingly volatile geopolitical landscape.

Pavlo has collaborated with the National Communications and Informatization Regulatory Commission and the Ukrainian State Radio Frequency Center for International Frequency Coordination.

He studied at the Institute of International Relations of the Kyiv International University (Ukraine), the Joint Frequency Management Center of the US European Command, the LS telcom AG Training Center (Grafenwöhr, Germany), the UN International Peacekeeping and Security Center (Kyiv, Ukraine).
